Police arrest man for attempted kidnapping

DeKalb police arrested a homeless man at 4:30 p.m. Tuesday in a park near the 400 block of South Annie Glidden Road for attempted kidnapping.

A 12-year-old victim who had been at the park told his parents a stranger approached him and offered him money to help find his dog.

Police located the suspect, Rodney D. Jobe, 39, transient, nearby on West Taylor Street and arrested him for attempted kidnapping.

Jobe made no physical contact with the victim.

Before making the arrest, DeKalb police had to get the attempted kidnapping charge approved by the state’s attorney’s office, said DeKalb Police Lt. Jim Kayes.

Jobe does have a dog, but it was placed in a pound when Jobe was arrested the day before, Kayes said.

DeKalb police arrested Jobe 24 hours earlier at St. Mary’s Parish, 302 Fisk Ave., on two counts of battery.

Attempted kidnapping is a class 3 felony in the state of Illinois and punishable by two to five years in jail and a fine of $25,000.
