City police’s annual report to be reviewed at council meeting

The 2004 annual report of the DeKalb police department will be reviewed at Monday’s DeKalb City Council meeting.

Criminal sexual assaults are up from 30 in 2003 to 48 in the last year.

“In review, a majority of those incidents involved situations where victims knew the suspect and alcohol was involved,” Police Chief Bill Feithen said.

He said patrol tactics will not help this situation, but the police will work closely with Safe Passage and NIU to educate people.

Crimes such as assault, burglary and theft decreased by 2 percent, whereas the number of accidents increased slightly, Feithen said.

Of the top nine highest intersection accidents, six are Annie Glidden Road intersections, Feithen said.

At the previous city council meeting, it was recommended that traffic issues on Annie Glidden Road be discussed at Monday’s meeting.

City Manager Mark Biernacki said it was suggested that discussion of the issue be postponed till developers of shopping centers along Annie Glidden Road are present to defend their proposal.

Among other issues, the council will discuss the renaming of Grand Avenue near South Pointe Drive to Saint Andrews Drive.

There is also a Grand Drive in DeKalb, Biernacki said.

“For public service, public emergencies, it’s important we don’t have streets with the same name,” Biernacki said.

City council also will vote on a resolution to grant money to Safe Passage from the community development grant program.

“The council agreed to grant $120,000 to relocate a home from their shelter site,” Biernacki said.

The council will consider implementing a demolition assistance program for detached structures on owner-occupied lots.

The city will pay half or all of the demolition costs using funds from the community development block grant for owners that can not afford the cost of demolition.
