The following was taken directly from area police and fire department records, or from DeKalb County court records. Anyone mentioned is presumed innocent until proved guilty in a court of law.

Oct. 1, 2012

At 12:30 a.m., officers observed a blue Chevrolet Blazer with temporary registration traveling eastbound near 300 W. Lincoln Highway. Officers ran the registration through LEADS and learned that the registered owner had a suspended driver’s license. Officers initiated a traffic stop and found that the driver was not the registered owner and did not have a driver’s license to verify her identity. Christolyn N. Winfield, 23, identified herself with a school ID and said she thought she had a license. Dispatch said Winfield’s driver’s license had expired in January of 2010. Winfield was arrested for driving without a valid driver’s license, transported to DCPD, issued a citation and released on I-bond.

At 9:05 a.m., officers responded to a complaint advising that a suspect was picking up fares in Elburn and dropping them off in DeKalb without a taxi license. Officers arrived at University Apartments, 716 N. Annie Glidden Road, and located the suspect vehicle. The driver, Steven B. Chemers, 61, was arrested for operating a taxicab without a license. An investigation was started.

At 3:13 p.m., officers responded to University Village Apartments, 716 N. Annie Glidden Road, in regards to a report of a domestic dispute. Upon arrival, officers learned the suspect and Jerus A. Jackson, 25, had a verbal argument about watching their children. Jackson was arrested for criminal trespass to property and the unlawful possession of cannabis.

At 9:42 p.m., officers responded to a complaint of disorderly conduct which occurred between 1:05 and 1:15 a.m. The complainant said an unknown suspect pleasured himself while watching her in the Wal-Mart parking lot, 2300 Sycamore Road. An investigation was started.
