Cannabis seized during traffic stop

DeKalb police seized 171 grams of cannabis on Tuesday night during a traffic stop.
At the 800 block of West Lincoln Highway, DeKalb police observed a vehicle make an improper U-turn and cut off another vehicle. The officer initiated a traffic stop and found the driver, Blaire R. Spivey, 18, of Joliet, didn’t have a valid driver’s license. The officer issued Spivey citations for having no valid driver’s license and performing an improper turn.
The officer also could smell the odor of cannabis coming from inside the car.
After searching the car, the officer located approximately 171 grams of cannabis in a glove box. The owner of the car, Troy V. Talaga, 19, of DeKalb, was in the passenger seat and said he purchased the cannabis and was intending to sell it to his friends. Talaga was charged with possession of cannabis with intent to deliver over 30 grams and possession of cannabis under 30 grams. Talaga was arrested and later transported to the DeKalb County Sheriff’s Office Jail. The officer contacted Victor Escarcida with the DeKalb County State’s Attorney’s Office, who approved a felony charge against Talaga.
