Building owner asks permission to rezone

The DeKalb City Council will consider a proposal from the owner of Stadium View Apartments, who wants to change the zoning for 1311 W. Lincoln Highway, the former Stadium Club property. The council meeting is Monday.

The Stadium View owner is proposing to rezone the property from general commercial to light commercial and obtain a special-use permit for 24 two-bedroom apartments. The owner wants to demolish the existing building and rebuild an apartment complex.

The rezoning is necessary because of the high-density area. The apartment complex is proposed for a lot of less than 2,500 square feet. The project also includes 60 parking stalls.

Also, Paul Sauser has petitioned to rezone and get a special-use permit for 12 apartments at 801 Lucinda Ave. The proposal is for one four-bedroom, one three-bedroom, eight two-bedroom and two one-bedroom units.

The site currently has a nine-unit building and a well house that will be demolished if the proposal is approved.

The council also will consider a proposal to amend the municipal code for intoxicating liquor to allow Class J locations, such as bowling center establishments, to have a bar area and allow for an increased percentage of liquor sales.

Mardi Gras Lanes, 1730 Sycamore Road, currently is the only owner of a Class J license. The owners of the bowling alley are proposing an agreement with Mayor Greg Sparrow for Tax Increment Financing funding for facade improvements.

Mardi Gras is asking for no more than $40,000, which is 20 percent of the $200,000 the improvements will cost.

Another resolution would authorize the mayor to use TIF funding to finance Main Street architectural improvements to a building located at 314 to 322 E. Lincoln Highway. The funding, totaling $13,115, will be used to repair and restore the building’s terra cotta, brickwork, front door and trim.
