Proposal states administration can’t make SA budget changes

In an apparent Student Association victory, administrators should not give student organizations more money than the SA senate allows, an advisory committee stated.
The statement comes from a committee to Barbara Henley, vice president for Student Affairs, which has been working on settling budgeting disputes between the SA and administrators since November.
The committee produced a five-page recommendation that awaits an official OK from Henley. SA President Robert McCormack said SA officials will meet with Henley this week.
In reaction, the SA senate made a call for acclamation, the strongest show of support, to endorse the recommendations sent to Henley.
“The student members on this committee were pleased with this whole proposal,” McCormack said.
During the senate meeting Sunday, McCormack placed special emphasis on a point in the recommendation stating that Henley, or any other administrator, cannot make SA budget changes like the one she made at the beginning of the school year.
The controversial move by Henley involved her approval of $850 in refreshments for student art shows in the Holmes Student Center.
However, the SA senate refused last spring to allow the money for refreshments because many senators felt student center refreshments cost too much.
Henley’s addition to the budget angered SA officials, and the committee to make the resulting recommendations was formed.
Although no additions are allowed, Henley would be allowed to veto any money given to student organizations if she feels the allocation is illegal, the recommendation states.
But in cases of “programmatic or economic” vetoes by Henley, members of the committee to review the SA budget can overturn her veto with a two-thirds vote, the recommendation states.
The budget review committee, which will meet in September, will have a lopsided seven students to three administrators, giving a united student group voting power over a veto.
Review committee student members will include this year’s SA president, vice president, treasurer and senate speaker along with next year’s already elected SA president, vice president and treasurer.
The administrators on the review committee will be the vice president for Student Affairs, the assistant vice president for Student Affairs and the director of University Programming and Activities.
