Is wall needed?

I had been reading about the renovations planned for the Martin Luther King Mall and Normal Road area. Most of the ideas seem sensible and well worth the money being spent. There is one idea, though, that I don’t quite understand.

University officials, along with City of DeKalb officials, decided a two-foot high limestone wall would help route pedestrian traffic along Normal Road. Do these officials really think a two-foot high wall will stop the majority of 18-22 year olds from stepping over the wall and crossing Normal Road wherever they choose?

Come on, city and university officials…try an experiment. Go out in your backyard and see how difficult it is to step over something two feet high. Then decide if building a taller wall is really worth the extra dollars.
