DeKalb Center makes repairs
October 24, 1989
The DeKalb Center, 1100 W. Lincoln Hwy., has in two weeks repaired all but three of its 104 structural code violations.
Community Services Director Bill Nicklas said repairs remain for the three largest negotiating items; the roof, the brick facade, and the storm drains. Work on the brick facade is scheduled to begin next week.
The roof will be fixed by the end of fall. The storm drains will be repaired in the spring when other construction on Lincoln Highway is scheduled to be done.
Nicklas said there is disagreement with the co-owner Joseph Navilio as to what needs to be done to properly repair the roof. After city inspectors examined the roof, they recommended to take it off completely and install a new one.
Nicklas said an agreement on roof repairs is likely to be reached before the tentative Friday court date.
Roaches present another problem. “One of our major concerns was the extinction of roaches,” Nicklas said.
While exterminators have spread chemicals throughout the building, Nicklas said the problem with roaches should be monitored.
While the building is being cleaned up, Nicklas said inspectors noticed health and safety problems in many of the individual rooms.
Some violations the inspectors noticed were garbage on the floors, weakly-charged smoke detector batteries, and dangerous extension cords.
Nicklas said individual tenants could be fined in the future for these violations.
The defendants agreed to repair 98 of the 104 violations by 4 p.m. last Friday.
There are 150 residents in the Center, 70 percent of which are NIU students.
