Kapitan resigns from City Clerk position

City Clerk Steve Kapitan resigned from his position, DeKalb Mayor Kris Povlsen stated in a press release Monday.

Povlsen said Kapitan gave no other explanation for resigning on Thursday other than “personal reasons.”

“He just said he had personal reasons for leaving and we respect that,” Povlsen said.

Kapitan will receive salary payments and current benefits for two months as severance, according to a resignation and separation agreement signed Friday by Kapitan and City Manager Mark Biernacki.

Kapitan was city clerk since 2009. Before that, he served as the third ward alderman from the late 1900s until 2005, according to a press release.

Povlsen said Deputy City Clerk Diane Wright will assume Kapitan’s responsibilities until a new City Clerk is appointed. Povlsen is still in the process of determining who he will appoint as city clerk.

“There may be some people who worked in the office before that might be willing to come back part-time, but I don’t know,” Povlsen said. “My first question is do we need to hire one full-time person or can we hire two people part-time. I’m not sure because the statute is being determined right now by the city attorney.”

Povlsen said he hopes to make an appointment for the city clerk position at the city council meeting on Feb. 13. The mayor can appoint the city clerk, but needs consent from the city council, Povlsen said. The appointed city clerk would remain in office until the April 2013 election.
