Saturday

At 11:33 p.m., DeKalb Police on patrol in the 200 block of S. Fourth Street observed two people who appeared to be intoxicated. The officer noticed one person fall into the side of a building. The officer performed a well-being check on the two people and recognized one person, Kelsey E. Larkin, 18, of DeKalb, from previous contacts. The officer determined Larkin and the other person, Haley S. Rife, 20, of Ozark, Mo., were under the influence of alcohol. Larkin and Rife were arrested and charged with unlawful consumption of alcohol. Rife was released on bond. Larkin was taken to the DeKalb Police Station and later released on bond.
