Sex offenders disappear

Two sexual offenders, one each in DeKalb and Sycamore, have gone missing in DeKalb County.
The missing offenders are Edward Koch, 53, last of DeKalb, and Duane Joseph Milatz, 37, last of Sycamore.
As sex offenders – those convicted of a sex-related assault or crime – they are required to register, regardless of the victim’s age, for 90 days after release from incarceration.
There are nearly 2,000 sex offenders in Illinois. Of those, 73 reside in DeKalb County – 32 in DeKalb and 16 in Sycamore.
If the offender is categorized as sexually dangerous or as a sexual predator, the offender must register every 90 days for life.
A sexually dangerous offender is someone who is mentally ill and needs to be institutionalized. A sexual predator is convicted of crimes related to child sexual offenses or convicted of a second sexual offense. DeKalb currently has six sexual predators and Sycamore has four.
Sex offenders are required to report new addresses within 10 days. In January this will changes to 5 days, said DeKalb Police Officer Kent Quist , who heads the sex offenders task force.
Police are required to confirm addresses of sex offenders once a year by going to their listed address and contacting them. Police have to physically see and speak to the offender in order for the check to pass, Quist said.
If the offenders work within the city limits of DeKalb, their place of employment is also checked.
Quist said he tries to go out and check on sexual offenders, and with some offenders, especially sexual predators, more often.
For the most part, sex offenders are compliant.
“I don’t think it’s a big issue. Most are compliant,” said Roger Scott, DeKalb County Sheriff.
According to Rick Hector , spokesman for the Illinois State Police, the state has a 93 percent compliance rate.
However, sometimes an offender such as Koch goes missing.
Koch was living too close to a school and was told to move to another location.
After being told to move away from his home, Koch disappeared. Quist said the last he heard about Koch was that he went to a homeless shelter in Rockford.
Since Koch’s last known address is in DeKalb and he did not report a change of address, there is a warrant out for his arrest.
Sex offenders are not allowed to live within 500 feet of a school, day care centers or any other facility that caters to people under the age of 18.
DeKalb School District Superintendent Paul Beilfuss said the DeKalb County Sheriff’s Office provides the district with updated information about sex offenders every few months.
“We are very sensitive to it, we are watchful to locations of sex offenders,” he said.
And if locations are too close to schools or bus stops, the district tries to explore other options and inform parents, Beilfuss said.
