Plan update vote delayed

The plan was commended by 7th Ward Alderman James Barr, especially for its Urban Services plan.

Barr said it was a “forward thinking concept.” It will be used as a guiding tool for future growth of the community.

Some council members expressed opposition to the plan.

If aligning the roads will create more traffic on Dresser Road when it is preferred on Bethany Road, then to align the streets is not supported, Barr said.

Bethany Road would become a primary artery for large volumes of traffic, 3rd Ward Alderman Steve Kapitan said.

He said he opposes the plan to align the roads because of the potential need to install two stoplights instead of one, slowing traffic further.

Sixth Ward Alderman David Baker also voiced concern about the city’s involvement in the liability for two traffic lights instead of one.

City Manger Mark Biernacki said the streetlights funding would not come from the city. The developers would bear most of the public cost to install them.

Kapitan suggested the city look at an alignment after development has occurred.

Such a plan would require more property, but it then would allow for development to take place around the alignment, Kapitan said.

Kapitan also suggested making the alignment in a sweeping “S” curve as opposed to a straight diagonal. It will slow traffic down, but that intersection would require that anyway, Kapitan said.

Biernacki said aligning the roads in an “S” curve would split the property and commercial business in half.

In other business, the council approved the installation of a stop sign at Moluf Street and Knolls Street North. They also approved yield intersections at Knolls Avenue South and Knolls Street West and also at Farmstead Lane and Devonaire Parkway.

Such installments are necessary for proactive safety issues that might arise as Knolls continues to build out, City Engineer Joel Maurer said.

The council also passed an ordinance making official an approval made at the Feb. 14 meeting for the mayor to sign a land lease agreement with Midwest Hanger Corporation.
