Dilated Peoples

-“I think fast but talk slow” epitomizes the feel of the third release on Capitol Records from Dilated Peoples’ titled “Neighborhood Watch.” Thoughtful and poetic lyrics touch on everything from guarding the block to avoiding gold-digging women.

The core of Dilated Peoples consists of two emcees, Evidence and Rakaa, and one creative deejay named Babu. The album boasts cameos by Noelle, Devin the Dude, Planet Asia and Kanye West. West adds vocals to the catchiest track and current single from the album “This Way.”

The entire album has a laid-back feel. It seems best suited for long drives or the soundtrack for muted RPG video games. Each track flows effortlessly into the next with random echoed reminders of exactly which CD is being listened to.

An extensive use of inspired beats, horns and bass lines keeps the listener entertained and interested.

Even though this album can be appreciated for its flow alone, the lyrics cannot be overlooked. Dilated Peoples takes an intelligent look at Sept. 11, 2001, and the current conditions of the world in track eight, “Big Business,” without becoming preachy or self deprecating.

The 13 tracks and one skit prove to be a highly entertaining and informative listening experience. “Neighborhood Watch” should put Dilated Peoples on hip-hop fans’ play list.
