Bar ordinance up in the air

Bar hours will be extended and cover charges will be restricted if the DeKalb City Council approves an ordinance which is up for a second reading at Monday’s meeting.
The ordinance calls for amending DeKalb’s municipal code by restricting the use of cover charges, extending the Thursday night closing time by one hour and requiring Class E license holders to stop serving liquor one hour prior to Class A holders.
The ordinance would prohibit Class E holders to from charging a cover for entrance to the bar. However, other license holders can charge a cover to offset the cost of live entertainment.
The proposed amendment states that “under no circumstance may patrons be charged a cover charge for the purpose of providing alcoholic liquor at reduced rates on any given day.”
Further proposed amendments to the existing law would change the bar hours.
For liquor licenses other than Class E, Thursday bar hours will extend from 1 to 2 a.m. In addition, Sunday hours will change from noon to 11 a.m., except for Classes C and L, which start at 10 a.m.
A new section specific to Class E licenses was created in the proposed ordinance. Class E establishments would be required to close at midnight Sunday through Wednesday and at 1 a.m. Thursday through Saturday. They also would be required to close one hour earlier on Dec. 25.
Also at Monday’s meeting, the council will have a public hearing to consider a request to create a Greek Row Special Services Area. The area is part of the lighting upgrade to the Greek Row neighborhood.
The city council meeting will be held at 7 p.m. Monday at Council Chambers, 200 S. Fourth St.
