Council to vote on resolution

The city council will vote on a resolution to determine if the city of DeKalb, DeKalb County, First Rockford Group and Kohl’s all are able to reach an agreement that would ensure the building and eventual opening of Kohl’s.

With an anticipated opening date for Kohl’s, constructed on Lot 12, by Nov. 1, 2004, the city would then, for the next nine years, share sales tax revenue in an amount not to exceed $775,000. The city would sell the properties of Lot 12 and Lot 8 for $650,000 and $49,375 respectively.

The county and existing property owners then would reimburse Kohl’s in the amount of $600,000. The closing date for the project is set for June 15.

In an attempt to further the Main Street/DeKalb Inc. project that looks to increase the attractiveness of downtown DeKalb, the council will vote on two resolutions to improve building facades.

The council also will vote on a much-talked-about consideration for Public Works to allow signal work at Peace Road and Fairview Drive by Virgil Cook & Sons for the cost of $153,418.21. This proposal was brought up weeks ago when safety issues swirled around the many accidents and near-accidents that occurred at the intersection.

Another consideration vote will be analyzed regarding the widening of the Annie Glidden Road and Taylor Street intersection by Curran Contracting Company for the price of $107,042.50. This was a proposed plan based on safety issues that contended Annie Glidden Road needed two lanes to alleviate traffic jams and potential accidents. Traffic lights also could be implemented and installed with used signal material in an effort to save money for the city.

Finally, the council will consider whether the city should sell the old well site at Russell Road and Lucinda Avenue. One option would be to put the lot on sale for three weeks and see who offers the highest bid. The other option would be to sell the lot through staff, a real estate agent or public auction.

With this spot always being a favorite parking site for city officials visiting the campus, the city would look into creating two exclusive city official parking stalls on Garden Road near Lucinda Avenue.
