Dreams put on hold, again

The embattled Arcade Dreams Sports Bar is prohibited from serving liquor for another 30 days.

DeKalb Mayor Bessie Chronopoulos, the city liquor commissioner, decided Monday to suspend the establishment’s Class E liquor license until March 20. Arcade Dreams is located at 1205 W. Lincoln Highway.

The decision marked the third part of a sentence concerning the time period in which owner George Broches operated without insurance. The DeKalb Liquor Commission determined that Broches had no dram shop insurance & involving liquor liability & between Oct. 5 and Jan. 23.

Broches claimed his business had liquor liability coverage, but city attorney Margo Ely introduced evidence Jan. 23 that his policy was cancelled Oct. 5 because premiums weren’t paid.

Broches filed for bankruptcy last year, postponing other city hearings and putting off payment of more than $2,000 in fines from previous liquor violations. The bankruptcy claim was dismissed Jan. 17, allowing the commission to move forward with its inquiries.

On Jan. 30, Broches paid two outstanding fines. The first, set at $2,000, was issued because of a March 1999 violation for serving minors and failure to maintain insurance. The second was levied last September when Broches violated the terms of his Class E license, which requires 60 percent of revenue to come from food and no more than 40 percent from alcohol.
