City blotter for 2/21/12

The following was taken directly from area police and fire department records, or from DeKalb County court records. Anyone mentioned is presumed innocent until proven guilty in a court of law.
SATURDAY
At 12:47 a.m., a DeKalb police officer observed a vehicle driving in an alley behind the businesses in the 200 block of East Lincoln Highway. The driver seemed confused and kept stopping and starting the vehicle. The officer initiated a traffic stop in the 100 block of Bush Street. The driver, Susan A. Malmborg, 51, of DeKalb, had blood shot and glassy eyes and admitted to the officer she was coming from Tapa La Luna where she had a couple of drinks. Malmborg was charged with two counts of driving under the influence, two counts of improper lane usage and having no insurance.
At 2:08 a.m., DeKalb police were advised that an unknown male was seen in the 1800 block of North First Street placing a female into a black SUV. Police were advised the SUV was heading southbound on First Street. An officer observed another officer following the vehicle and engage his emergency lights. The vehicle continued westbound on Lincoln Highway and did not stop. Finally, once the driver stopped, the officer noticed a large gash on driver’s forehead and his sweater was covered in blood. The driver, Javier Mondalvo, 39, of DeKalb, said he received the gash because his intoxicated girlfriend fell and while he attempted to catch her, he ended up falling as well. Mondalvo had glassy eyes and his breath smelled of alcoholic beverage. Mondalvo was charged and arrested with driving under the influence and over .08, driving with a suspended license, illegal transportation of alcohol and disobeying a traffic control signal.
At 4:05 a.m., a DeKalb County Sheriff’s deputy stopped a vehicle traveling north on Annie Glidden Road for speeding. The deputy smelled a moderate odor of alcoholic beverage coming from the driver’s mouth and saw the driver’s eyes were glassy and bloodshot. The driver, Elliott M. Tovar, 29, of Kingston, failed field sobriety tests and was charged with driving under the influence and over .08, speeding and failure to notify S.O.S. of address change. Tovar was arrested and transported to the DeKalb County Jail pending bond.
At 9:02 p.m., a DeKalb police officer observed a vehicle driving in the center turn lane and did not turn or signal until the vehicle reached the intersection of Annie Glidden Road and Lincoln Highway. The officer initiated a traffic stop in the 200 block of South Annie Glidden Road. The driver, Kim Yen Thi Duong, 29, of Lindenhurst, did not have her insurance card in the vehicle and no driver’s license present. Duong was charged for driving with a suspended license, improper lane usage and operating an uninsured motor vehicle. Duong was arrested, transported to the DeKalb Police Department and later released on bond.
At 11:40 p.m., a DeKalb police officer on patrol observed a red Chevrolet without headlights on. The vehicle was also driving in both northbound lanes in the 900 block of North Annie Glidden Road. The officer initiated a traffic stop and the driver, Nicole Hall, 23, of DeKalb, was later determined to be intoxicated and did not have a valid driver’s license. Hall was charged with driving with no lights when required, operating an uninsured vehicle, two counts of driving under the influence, no valid driver’s license and improper lane usage.
SUNDAY
At 10:18 p.m., a DeKalb police officer ran a registration check on a 2004 Mercury in the 1100 block of Sycamore Road and found the registration was suspended. The officer initiated a traffic stop and found the driver, James T. Williams, 39, of Chicago, did not have a valid driver’s license. Williams was arrested, transported to the DeKalb Police Department and later released on bond.
At 10:36 p.m., a DeKalb police officer on patrol observed a silver van traveling westbound in the 700 block of West Lincoln Highway approaching Carrol Avenue run a red light. The officer initiated a traffic stop and found the driver, Raven S. Wilson, 21, of DeKalb, had in invalid license since Nov. 2011. Wilson was arrested and later released on bond.
