At 1:21 a.m. Thursday, DeKalb Police stopped a vehicle in the 100 block of East Taylor Street. Police learned the driver, David A. Thomas, 37, of DeKalb, had a suspended license, suspended registration and a mandatory insurance violation. Thomas was arrested and taken to the police station. He was later released on bail.
