City Council will discuss sale of Wurlitzer property

DeKalb City Council members will discuss an offer to purchase Wurlitzer Subdivision Phase I property at $3,900 per acre at the council’s regular meeting tonight at 8:00 p.m.

DeKalb is asking $6,500 per acre for the Wurlitzer property but Cardinal Glass Company, 1651 State St., justifies the lower offer on the basis of reduced buildable area and higher construction costs, City Manager Mark Stevens said.

He said no other offers are pending for this lot.

At the city’s proposal, the cost of the property would amount to $14,000 for Lot 1, Stevens said. The Cardinal Glass offer would amount to $9,000, he said.

Lot 1 of Wurlitzer Subdivision is 2.3 acres of land “plagued by poor soil” conditions rendering the majority of the lot unbuildable, Stevens said.

The poor soil conditions will require additional construction costs for dirt removal and reinforced foundation or footings for construction.

Cardinal proposes to buy the lot and construct an 11,000- square-foot new facility and expand its current operation within the community, he said.

The expansion would create six to eight new jobs within a year and generate $3,000 to $4,000 in annual property tax increments, plus additional utility tax revenues, Stevens said.

Included in the council meeting agenda are proposals for the utilization of the city’s $300,000 Venture Capital Fund, Stevens said.

Being proposed is the use of $100,000 to facilitate the development of an industrial building in the South Corporate Industrial park, he said.

The proposal for the establishment of a revolving loan fund of 125,000 to facilitate industrial and commercial development outside of the tax increment district is included in the utilization, Stevens said.

A coordinated effort of $25,000 to finance an attempt to attract a high-quality hotel/conference facility to the community and $50,000 for land acquisition, engineering, planning and infrastructure activities in developing areas will be included in the proposals, he said.

Stevens said the consideration of the city manager’s proposed schedule for review and approval of the Fiscal Year 1988-89 City Budget also will be discussed at the council meeting.

A special meeting/workshop with the City Council and Finance Advisory Board would be required at 7:00 p.m. Wednesday, Feb. 17 and at 7:00 p.m. Wednesday, March 23, Stevens said.
