A brand-new view

Stadium View II owner Brad Rubeck plans to demolish the Stadium Club property, 1311 W. Lincoln Highway, to build a two-story apartment building with 24 two-bedroom, two-bath units.

The 800-square-foot apartments will include a washer, dryer, dishwasher, microwave, garbage disposal, kitchen island and central air, Rubeck said. The apartments will be ready in May or August 2005 for monthly rent between $700-$720.

The College Housing Group, Rubeck’s management company, purchased the Stadium Club property last October for about $300,000. The company also owns Stadium View II, 1315 W. Lincoln Highway, and College Park, near Hillcrest Drive and Pappas Drive, and manages Stadium View I condominiums, 1231 W. Lincoln Highway.

“It’s kind of a run-down building,” Rubeck said. “Being right next to our property [Stadium View II], we wanted to improve its appearance.”

Rubeck said he plans to spend about $1.2 million on demolition of the existing building and construction of the new apartments.

However, demolition can’t begin until current tenants move out in August, he said.

Pittsley Realty, 1005 Regent Drive, leased space in the rear of the Stadium Club from the property’s owners and rented five apartments, Rubeck said.

Rubeck has requested a special-use permit and property rezoning.

Russ Farnum, principal planner for the city of DeKalb, said the special-use permit will allow Rubeck to build almost twice the number of units allowed, increasing the number of units to 24. Without the permit, 12.5 units are permitted on the 32,500-square-foot lot based on a 31-unit-per-acre code.

Rezoning the property from general commercial to light commercial would mean Rubeck could have ground-floor apartment units, Farnum said. A general commercial classification does not allow ground-floor residential units, only retail stores.

The DeKalb City Council will vote at its meeting at 7 p.m. today at the Municipal Building, 200 S. Fourth St., Farnum said.
