City finds manager match

The DeKalb City Council will look to approve Mark Biernacki as the new city manager at tonight’s meeting.

If approved, Biernacki will replace City Manager Jim Connors, who will retire this week.

The city manager’s job includes supervising DeKalb’s programs, personnel and departments and administering city policies.

The council also will look to restrict parking on Spiros Court, west of Annie Glidden Road. An ordinance would set up parking on alternate sides of the street based on the day of the week. There would be no parking between 10 a.m. and 4 p.m. on Sundays, Mondays, Wednesdays and Fridays, or during the same hours on the opposite side of the street on Tuesdays, Thursdays and Saturdays.

Joel Maurer, acting public works director, said the proposed restriction would make it easier to keep the streets clean.

A proposal to turn an unused building at 830 Edgebrook Drive into a rooming house also is on the council’s agenda.

Building owner Jerry Cherney is requesting to have about 91 one-bedroom units and/or one-bedroom apartments with an occupancy of 145 people.

The building was used as a dormitory in 1966 and was occupied until a fire in 1995. Since then, the building went through a variety of changes, principal planner Russ Farnum said.

The city council also will discuss the DeKalb County Unified Comprehensive Plan, with the goal to preserve existing farmland and open space and add future urban development to the county’s municipalities. It also will discuss making the DeKalb School District an active participant in negotiations with developers.

The city council meeting will be at 7 p.m. today at the DeKalb Municipal Building, 200 S. Fourth St.
