Police make drug arrests

Two NIU students were arrested at Stevenson Towers South this weekend in connection with selling controlled substances.

Robert A. Shorty, 19 and Terry D. Stephens, 18, 445 Stevenson Towers South, were arrested by the DeKalb County North Central Narcotics Task Force and charged with possession with intent to deliver cannabis, said Illinois State Police Capt. Rick Rokusek. Police also confiscated $2,100 from the room, he said.

According to court records the DeKalb County State's Attorney office alleges that, Shorty did "knowingly and unlawfully possess with the intent to deliver more than 10, but not more than 30, grams of a substance containing cannabis." Thirty grams is about an ounce.

Shorty, a Peoria native, is free on a $5,000 bail. He scheduled to appear in court Feb. 22 for a preliminary hearing. Stephens is still being held in the DeKalb County Jail awaiting a court date.

Stephens was arrested in the room Monday morning because he was not in the room Friday when Shorty was arrested. Other floor residents said Stephens went home to Chicago for the weekend.

The DeKalb, University, Genoa and Sycamore police departments along with the DeKalb County Sheriff's Office, are working on the case.

A search warrant was issued for 445 Stevenson Towers South, as police were acting on tips from a confidential source.

"Shorty you would suspect, but not Terry," said one floormate. "Shorty, that's just the way he was."

Police said Shorty and Stephens might be involved with the Vice Lords, a Chicago-based street gang with a Peoria branch.

Peoria Police Department Det. Mannie Russell said the Vice Lords have existed for more than 30 years. The members have an average age of 17, although ages range from 10 to 40, Russell said.

Offshoots of the Chicago group have been spreading in the suburbs in recent years, according to a study by Russell who is also a Juvenile and Gang Intelligence Officer. Russell said a city of Peoria's size—about 100,000 people—has experienced a recent influx of gangs. It is possible for more than one branch of the Vice Lords to work together, he said.
